The government of Kazakhstan has made systematic changes and reforms that have contributed to Kazakhstan's best rank on record, #25. Kazakhstan improved 3 spots year over year, and sits at the top spot of all regional neighbors and better than Iceland(26), Austria(27), Japan(29) and Spain(30). Notable improvements were made in 'issuing permits', 'ease of getting a loan', 'starting a business', access to credit and VAT registration. Most noteable is that secured creditors have absolute priority during insolvency proceedings.

Overall Kazakhstan made an agressive move upward eight rank positions from 2017 on the Ease of Doing Business Report, and has improved every year affirming the positive momemtum being experienced by foreign investors and companies doing business in Kazakhstan.

Kazakhstan climbed 12 spots in 2019 to achieve its best rank at 73. The highest marks were received in areas of 'personal safety and security', 'gender and identity' and 'freedom of movement'. The report identified a need for continued progress in areas 'political reform' and 'freedom of association' but preceeded the major political reforms announced by President Tokayev in December 2019.

Kazakhstan was noted for 'international perceptions of national distinctiveness and dynamism' which is notable given just 28 years of independence. Kazakhstan aslo marked high in the 'power' category, which measures whether a country is seen as economically and politically influential and the strength of its international alliances.
